Our Story
What began as a one-man operation in the 1980s has stood the test of time and grown into a 40-year-old geotechnical and structural engineering firm based in Southern California. Our commitment to our original mission to provide effective, quality services remains steadfast since the company's inception. Applied Consultants' first project involved a structural engineering inspection of cracked residential foundations in the City of Lemon Grove for a private homeowner. Today, with our team of licensed Professional Engineers and specialists, we continue to receive requests and provide engineering analysis for residential projects, serving homeowners, real estate agents, and insurance companies.
Team Members
Joshua E. Devera (President), JD PE
Joshua Devera is the owner of Applied Consultants and has over fourteen years of geotechnical engineering experience in the San Diego and Southern California area. He was trained by the original owner Bernard J. Luther CEG, PE.
Mr. Devera has a broad engineering background. He has practiced in law, civil design, engineering surveying, municipal engineering, structural engineering, and geotechnical engineering. Mr. Devera was also an officer in the US Navy Reserve – Civil Engineering Corps (Seabee). His experience allows him to develop common sense engineering solutions.
Mr. Devera also a licensed special inspector in in reinforced concrete, structural masonry, and wood.
Mr. Devera’s technical expertise is balanced by a loving wife, a Cuckoo-Loca (Minnie Mouse reference) daughter, and an old, sweet, lazy dog.soon...
Jorge L. Valdez Gonzalez (Civil Engineer) BS, PE
Jorge Valdez is an Assistant Civil Engineer at Applied Consultants and has over 10+ years of geotechnical and structural engineering experience in the San Diego area. Jorge is a licensed California Professional Engineer and the “Swiss Army knife” of the company balancing geotechnical engineering, structural engineering, special inspections, project management, and Captain/Coach of the Applied Consultants’ soccer team.
A dedicated father of three, Mr. Valdez enjoys a supportive partnership with his wife, a palate for multi-cultural cuisine, and a love for good coffee.
David Parot (Senior Engineer) BS
David Parot is our Senior Engineer who performs our civil design projects. David graduated from the University of California Irvine with a bachelor’s science degree in Civil Engineering and joined Applied Consultants in 2020 to expand our services and capabilities. He brings over 40+ years of civil design experience and project management ranging from commercial, industrial, residential, State and Federal projects.
Mr. Parot is also a SSG with the California State Guard as the S3, Operations & Training NCOIC at providing resilient leadership and dedication to duty in service to the California National Guard, California State Guard, and the United States of America, as well as a two time Gold Recipient of the US President’s Volunteer Service Award.
Mr. Parot is a native of San Diego, and has two children, a son, a MAJ in the US Army Reserve, and daughter, a soon to be 2LT in the US Air Force. His personal interests are the reading of science, engineering & technical journals, travelling, and spending time with his family & friends.
Miguel Angel Arreola Corona (Engineering Technician) BS
Miguel is an engineering technician at Applied Consultants and joined the company in 2023. Miguel graduated from Universidad Autonoma de Baja California (UABC) with a bachelor’s degree in Civil Engineering. He has substantial experience in geotechnical laboratory experience and geotechnical observation and testing.
Miguel enjoys good music, playing a traditional Mexican guitar (vihuela), and going to the movies with his lovely wife.
Said Mofazar Tabibi (Engineering Technician) BS
Said Mofazar Tabibi is an engineering technician at Applied Consultants and joined the company in 2022. Mr. Tabibi is a graduate from Herat University with a bachelor’s degree in civil engineering. In Afghanistan Mr. Tabibi worked with the US Army Corp of Engineers (USACE) on infrastructure projects.
Mr. Tabibi has been working on obtaining geotechnical engineering experience with an emphasis on geotechnical observation and testing.
Mr. Tabibi enjoys searching for good bread, enjoying the outdoors, and spending time with his family.
